Resonant magnetic perturbations (RMPs, applied nonaxisymmetric fields with toroidal mode number $n=1\ \text{to}\ 4$) suppress type-I ELMs in DIII-D, KSTAR, EAST and ASDEX Upgrade in narrow windows of edge safety factor $q_{95}$ and at low pedestal collisionality, apparently when the field penetrates as an island near the pedestal top. Determine, with validated two-fluid nonlinear MHD, whether the ITER coil set achieves penetration and suppression in the $Q=10$ baseline at ITER pedestal collisionality and rotation. An answer is yes or no with predicted $q_{95}$ windows and required coil current.
